This program offers a set of image-editing tools large enough to please all but professional users. Using VCW VicMan’s Photo Editor will be easy for just about anyone, especially those familiar with the standard design used in many similar program. You’ll find basic tools for resizing, cropping, and rotating pictures, as well as such drawing tools as a pencil, a paintbrush, a filler, an eraser, and the Magic Wand. You’ll also like the large number of filters and effects, including those for color correction, blurring, mosaics, and fish-eye. You even get a tool that can turn a picture of a person into a cartoonish caricature. We appreciated the preview window, which let us check out our edits before we applied them. Though this application supports many Photoshop-compatible filters, it can’t work with multiple layers or several files at once. You’ll find support for a wide array of popular image types in this free version, though you’ll have to pay for the Pro version if you want to save files in the ubiquitous GIF format. Unless you need the high-powered punch of a pricey program such as Photoshop or CorelDraw, we think this image editor will suit you.
